I've been malwared...IE has been hijacked, please help

When connected to internet, IE will only go to the hijacker's site, which seeks to sell an anti-virus tool. I can't use IE at all. The "tool" begins running a system scan and lists viruses, etc which I assume to be bogus. I've run Norton scan, microsoft malware scans, etc, but no bad files are found. My firewall was off when I caught this.
