PC Unusually Slow

My PC is unusually slow. Often the CPU usage is 60% even though the percentages in the task manager only add up to 5% or so. It gets so slow as to seriously hinder any operations. Normally I would reformat but I just reformatted not even a month ago. Help would be greatly appreciated.

• Download random's system information tool (RSIT) by random/random from here and save it to your desktop.
• Double click on RSIT.exe to run RSIT.
• Click Continue at the disclaimer screen.
• Once it has finished, two logs will open. Please post the contents of both log.txt (<<will be maximized) and info.txt (<<will be minimized)
