Hijacked Port?

I am no longer able to run my webserver with a listener on port 8080. Some new process is now listening on this port. None of the virus scanners have found anything. Is it malware? Here's output from netstat relevant to this port:

The process listening on port 8080 is not malware AFAIK. The process is the "DCOM Server Process Launcher" launched at startup and is a required process (when i terminated the process, XP displays an error and forces a reboot.)

The strange thing is that it was listening on port 8080 (always on this port regardless of rebooting) which is the default port for Tomcat, Jetty, etc ...

To fix this, within the system properties dialog, on the "remote" tab, I unchecked the "Allow remote assistance ..." and the "Allow users to connect remotely ..." boxes. After rebooting, the "DCOM Server Process Launcher," although running, no longer listens on port 8080.

The thing that bothers me, however, is ... are these boxes checked by default, or did some malware modify the settings ... I am certain i didn't check these boxes. And ... I know i was able to run Tomcat on port 8080 prior to this detour.
