System Idle Process is usually at or near 100. It seems to be Windows functions that run slowly. For example, it takes forever for a Firefox to load, but once it's running it works rather quickly. If I try to right click on a file in an Explorer window, it takes many seconds (sometimes up to a minute) for the right-click menu to appear. If I try to move files, same thing. I'm guessing this is a Windows issue.

Hi

If System Idle process uses 100, it is completely normal, see.

CPU usage isn't then 100%, but close to 0 %. High System Idle Process CPU usage means that your computer is idle and other processes are not using much CPU.
