Hi, stewy,
I have just down loaded it myself and installed it to see if I could see where there maybe a problem.
All went ok.
when you have the java icon ( The one with the tea cup) on the desktop or where ever your downloads default to just double click the icon and the Installation will begin. :)

yes thats what i have been doing i have installed the new java on my other computer but not this one.

its like something is stopping it from installing nothing happens, i have downloaded it again i get the same problem

When i installed it on my other computer it popped up just like you said and it was just like installing any other application its very weird that it wont even pop up saying error at least, theres nothing.

Can you install programs in safe mode?
is it worth trying that?

Delete the downloaded installer ( java ) an download it again. It happens that a download goes bad without showing it. Just enough of it gets downloaded to look OK. :)
See how you go :)

Are you still trying to down load the off line version?
Have you tried the online version?

Download and install Windows Installer 3.1. After that, restart the computer.

Then try installing Java again.
