Maxed (100%) CPU uage on TASKMGR.EXE, SERVICES.EXE, SVCHOST

Looking for some help, before I re-install Windows XP. Problem is, because of the maxed CPU's, I'm finding it very hard to back-up my data to External HardDrive, especially exporting contact files from MS Outlook. CPU's are stuck at 100%, and most of the process culprits are TASKMGR.EXE, SERVICES.EXE, SVCHOST.EXE. Lots of shuffling occuring in Task Manager Window (constant moving of processes up and down the list). Had to un-install McAfee because it was also hogging CPU. Please find HijackThis log text pasted below. Thank you in advance for your generous help. If I can just get the CPU's down to complete my data backup to external HardDrive, I have no issues re-installing Windows XP to cleanse my system if that is the only option.

Well, I just re-installed Windows XP, making sure to delete the partitions before re-install. Unbelievably, but taskmgr.exe is not conuming 17-25% on a fresh image of Windows XP. Is this normal behavior for taskmgr.exe and CPU utilization?

Typo in previous post. I meant to write NOW and accidentally typed NOT.

It should reach taskmgr is NOW consuming 17-25% CPU.

I can't believe my CPU's are hosed on a fresh install of XP, but whatever virus I got, somehow stayed on the machine after re-install of XP.
