I'm not familiar with VSFTPD, but most of the options described in the configuration manpageare common to many FTP servers.

What questions do you have?

I know how to add user, user password, folder and group but i dont know how to setup rules for each group (read, write.).

That main config file seems to be default for all groups...

If you're using the "virtual user" feature, this discussion about using "per virtual user" configuration files looks like it will help. Also see the discussion about creating virtual users.

It's not clear whether the same type of configuration files can be used for "non-virtual" users. The ability to manipulate the "umask" depending on what type of login has occurred is also relevant. Here's a brief discussion about the role of "umask" from the proftpd manual.
