Minor explosions using detonators only spark the evacuation of three Tube stations, a BBC correspondent says.
Oldham mayor Kay Knox paid tribute to David and the many others killed in the blasts.
She said: "This is our opportunity not only to remember the victims of the London atrocity, but to stand firm and united against all those who carry out such mindless acts of violence.
"In particular we remember David Foulkes, one of our own - a young man who grew up in Oldham, who attended Hulme Grammar School and Oldham Sixth Form College, and who was just starting out in the world.
"Our hearts go out to David's family and friends, and all our prayers and thoughts are with them."
