There is something there , I think, because of the Treacert !

It is running very slow as well

The fact that you reboot and it works for a bit says that at least it works sometime!

You might try and reconfigure your Router (if you have one) and your internet connection properties from scratch to see if that works. Your tracert tells me something has you blocked !!
