Internet Delay causing issues

Hi,
The problem is, when you open internet explorer there's a delay before the internet starts... you double click the icon and generally it times out. Hit F5 to refresh and it goes straight to the page, and in that IE window you can browse any site at normal speed. If you open a second or third IE window you have to go through the initial delay for each window. This is also happening when trying to use outlook remotely to connect to the office, so it's something generally affecting the internet connection - regardless of where that connection is.
Also - If I change the homepage and click ok, it reverts back to what's already saved, if I change through registry - same thing.
I've run all sorts of Malware cleaners and each time it's picked things up, but I haven't been able to resolve this issue.

Hi optimusnz

A malicious .DLL file is disrupting the LSP chain on your computer. We need to get rid of it.

1. Please download LSPFix from here.
2. Run the LSPFix.exe that you have just finished downloading.
3. Check the I know what I'm doing box.
4. In the Keep box you should see one or more instances of rlls.dll
5. Select every instance of rlls.dll and move each one to the Remove box by clicking the >> button.
6. When you are done click Finish>>.
