Look at the right hand - the fingers go underneath the cup and probably push a moveable section of the base upwards. A couple of holes drilled in the plunger that he operates will allow the coffee to drain down out of the way.
Wonder where the guy got a cup of coffee from - just given to him before the camera turned up?

I reckon your about right, Noviciate. Most of these 'street' magicians rely on 'off-camera' moves. The 'ash on the arm writing', 'levitation', and 'card on the window/windscreen' are other examples.
