When a program is running, suddenly disconnected from the network, need to re-run after connecting to the network?

There is no single answer to such a question.

There are programs that are designed for a sudden loss of communication with the network and can sleep indefinitely, until communication is restored, continuing to work from the moment of interruption.
At the same time, there are programs, which do not know how to do such things and they need to be restarted after the connection with the network is restored.
