Hello said2019,

NESA is one of the latest variations of STOP Ransomware which is an infection which encrypts your files, and then extracts a Ransom for decrypting them.

The experts with this particular type of infection can be found at Bleeping Computer and THIS links to their support topic for StopRansomware.

As far as I'm aware, at present there is no decryptor available for NESA infections, and the only way to decrypt the files is by paying the ransom. Personally I would not recommend anyone doing that, as there is no guarantee that payment of the ransom will result in the restoration of your files. The people who have created this infection are criminals, and are definitely not to be trusted. Paying them also motivates them to perpetuate their criminal activities.

Lastly, the situation with Ransomware infections is always fluid, and I am not fully conversant with what decryptors may or may not be currently available, so please follow the instructions in the topic I've linked you to, and then open a help topic at Bleeping Computer, and wait for assistance.

Good luck,
pgmigg
