There's an article on this type of Ransomware at ... https://www.bleepingcomputer.com/forums/t/687095/puma-and-indiacom-ransom-note/?hl=+puma ... who have a number of ransomware specialists on their staff.

It is believed to be a variation of the STOP Ransomware.

The following post in the topic ... https://www.bleepingcomputer.com/forums/t/687095/puma-and-indiacom-ransom-note/#entry4617971 ... suggests that Dr Web is able to decrypt some versions of STOP.

Hope this is of help to you.
