Is this bad or just weird?

Hello! :)

I am obviously no expert. Using win 10 on a lap top. I haven't had any trouble and my AVG scans say it's all fine, but I have never seen this happen before, ever, in all the Win machines I've ever run and I've been using them since they were DOS only.

It is giving me this pop up window that says startup update has done blah blah blah... (see image) and it had a line that said to click to agree to terms etc, and set my browser to web search... and that seemed really odd. I didn't ask it to update anything, least of all that terrible start up weirdness. Annoying as hell.

So, is this a new thing they do and annoying but fine, or is this some sort of trickery-ware meant to get me to do something I'll regret? If the latter, what do I do about it? I ran AVG again and it just mentioned some app tracker data thing and nothing like I am describing.
