As far as I'm aware there is as yet no reliable way to decrypt files that have been encrypted by some versions of Cerber.

However my knowledge is not fully up to date, so what I suggest you do is post for help in the following topic ... https://www.bleepingcomputer.com/forums/t/606583/cerber-ransomware-support-and-help-topic-decrypt-my-files-htmltxtvbs/?hl=%20cerber%20%20ransomware ... which is dedicated solely to Cerber.

The experts at that forum specialise in ransomware, and are much more up to date with the latest developments, and as such more likely to be able to help you.
