SPIGOT - NOTHING WORKS

I have had the Spigot virus for a very long time now. NOTHING works to get it off.

I tried doing a system restore, I tried deleting the programs (YTD Toolbar and Iobit Toolbar both say Spigot), I tried using ADWcleaner (the first time, it worked! However, the virus came back, and when I used ADWcleaner THE VIRUS DELETED ADWCLEANER WHILE IT IS IN THE MIDDLE OF FIXING), etc. etc. Nothing works for me.

The virus prevents me from opening chrome for some odd reason. It's getting ridiculous.

Please help me get rid of this virus once and for all :(
