FBI MoneyPak Infection-Cannot Boot in SafeMode

I have a Dell Laptop with Vista OS. This evening, while logging on to Best Buy's website, my computer became infected with the FBI Moneypak virus. I have been googling for fixes, but each remedy I find asks that I reboot in SafeMode. This virus won't allow me to, it completely bypasses safemode. Can anyone here help me, please?

I'm currently using a different laptop b/c my Dell has been rendered useless with this virus.
