Windows Firewall/Virus update not working

I am running Win 7 SP1 and I have not been able to turn my Firewall on or update virus definitions. When I try to update it fails on the install. I have reinstalled the Microsoft Security Essentials software, but still cannot update my definitions.

This is a home computer and as far as I know I should be the security administrator. No one should be logging into this computer unless they are sitting at it. I don't understand how I can be locked out of my own control panels.

For the several months every time I accessed the Tools menu in I.E. the program would freeze and I would have to get out with the task manager. That just stopped happening this week. The Tools menu seems fine now, but the other, more critical security issues remain. Any suggestions? Thanks.

Virus Update Error Code

"Error code 0x80070422 - Security Essentials can't update or start the service because it has been turned off by security administrator or because of a problem in the registry data"

Turn On Firewall Error Code:
