Control Center has taken over my machine

I have an infection that is worse than the description and removal steps on this page:

Basically, it doesn't let me boot to my desktop so I can't use mbam, rkill, hijackthis, etc... It takes over the screen with the psuedo app shown in the above link. Using ctrl-alt-del to kill the process gives a message saying that the Task Manager is disabbled by your admin(!).

I booted to safe mode with command prompt. I was able to find the app directory and delete the ccommander files. After booting, the Control Center psuedo app is no longer there, but my desktop is still locked/not there. Windows explorer appears, but when I try to run any .exe's I get the window "Open With..." window. Oddly, pdfs open fine.

Help...please....my machine has been down for 3 days. It seems this is a new varient of Control Center that undermines the solutions documented out there.

Your computer is badly infected and critical functions are disabled as well. You cannot run executables, therefore you cannot run scans, nor any of the tools that a helper would need to utilize when trying to assist you. In addition, it is likely that vital system files have been damaged or corrupted by the malware.

We are sorry, but without logs and without the ability to use malware removal tools, we would be unable to properly assist you. Therefore, we would advise you to reformat your computer and reinstall the Windows operating system.
