Strange PC Problems

Ok, so my pc crashed about 2 months ago, it was running slow and then one day it locked up on the blue screen just after the "starting windows xp" logo. I did a system restore but the same thing happened. After countless reformats and re-installs I just recently got the computer up and running again. However at this point there are several things wrong.

I have no USB support at all, power is on but no thumb drives, cameras, card readers or anything run.
The processor runs at 100% the entire time the computer is on, 95-98% being used by a process called "system"
Only half the programs I try to install actually install without locking up, some xp updates, drivers, and my AVG anti-virus will not install.

I ran Avast! scanner and it showed clean. The processor running 100% is what worries me.
