Last Ditch Effort: Can't Enable Windows Firewall

My daughter is home from college and her Dell laptop refuses to keep Windows Firewall enabled.

When I try to enable it from the control panel, it says "We're sorry. The Security Center cannot turn on Windows Firewall."

When I use services.msc to enable it, it stays on for maybe 30 seconds then it switches off again automatically.

Resetting Windows defaults in Start>Run>Advanced>Restore Defaults does not allow me to turn it on.

Command Prompt>NETSH FIREWALL RESET also brings no joy.

It feels like the work of a Trojan, but Kaspersky, Spy Sweeper, Spybot, and AVG Free have all struck out.

Any other ideas?

Hi,

Please do the following. You will need to print or copy these directions because you will be working in Safe Mode without an Internet connection.

• I see that you have two Anti-Virus ("AV") programs installed on your system. Having more than one AV installed will likely cause your system to run slowly and/or become unstable as well as seriously decrease the reliable detection of any malware since the two AV's will likely "compete" against each other.
You can keep both programs, but you must disable the real-time component of one AV, keeping it as an on-demand scanner, while the other AV will provide a real-time protection.
If you paid for the Kaspersky AV program, then disable AVG's real-time component or uninstall it.
If you decide to uninstall AVG, reboot after you have uninstalled it.

• Delete the following services:
- Go to Start -> Run -> type or copy/paste: sc delete Microsoft SCC Host Protocol -> click OK
- Go to Start -> Run -> type or copy/paste: sc delete POOLSVR -> click OK

• Update Ewido - but do NOT scan with it yet.

• Please set your system to show all files.
- Click Start.
- Open My Computer.
- Select the Tools menu and click Folder Options.
- Select the View Tab. Under the Hidden files and folders heading, select Show hidden files
and folders.
- Uncheck: Hide file extensions for known file types
- Uncheck the Hide protected operating system files (recommended) option.
- Click Yes to confirm.
- Click OK.

• Reboot into SAFE MODE.
To get into the Windows XP Safe Mode, restart your computer and, just before Windows starts to load, tap the F8 key a few times. Choose Safe Mode from the menu that will appear and press Enter.

• Start HijackThis, click System Scan Only and place a checkmark next to the following items:

Close ALL browsers and open windows except HijackThis and click 'Fix Checked'.

• Navigate to and delete the following files if present:

C:\Documents and Settings\Linz\Local Settings\Temp\ <-- delete all of the files IN the Temp folder

• Open Ewido and do a Full/Complete System Scan. Do not forget to save the log.

• Reboot into Normal Mode.

• Post back with the results of the Ewido scan and a new HijackThis log.

I did as you said to do. Notes:

Did not find [O23 - Service: Microsoft SCC Host Protocol (POOLSVR) - Unknown owner - C:\WINDOWS\poolsv.exe (file missing)] in HJT scan.
Did not find [C:\dfndrd_5.exe] to delete.
Ewido scan found nothing!

When I rebooted, I didn't have to start the firewall with Start>Run>services.msc; both automatic updates and virus protection were set to ON but the firewall was set to OFF but attempts to start it were unsuccessful. Pressing the Enable Now button got the "We're sorry. The Security Center cannot turn on Windows Firewall..." msg.

That's okay. Your log looks clean.

• You have an outdated version of Java which, because of security reasons, needs to be
updated. To update Java:
- Go to Start -> Control Panel -> Add/Remove programs
- Search in the list for all previous installed versions of Java. (J2SE Runtime Environment...)
- Select the version(s) and click Remove
- Then download and install the newest version from here:
http://www.java.com/en/download/manual.jsp
Reboot after installation.

As far as the Windows Firewall is concerned, you can try the suggestions listed here, but I don't know if it will help.

However, I strongly suggest that you download a firewall program and install it. Sygate Personal Firewall 5.6.2808 -or- Agnitum Outpost Free -or- Kerio are good FREE software Firewall programs.
Install only ONE program. See, Understanding and Using Firewalls
You will not have to worry about Windows firewall not working if you install one of these programs. Windows XP's firewall only blocks unwanted incoming activity while these programs will block both unwanted incoming AND unwanted outgoing activity.

• If you have not done so, please empty your Recycle Bin.

• Create a new Restore Point:
- Go to Start -> All Programs -> Accessories -> System Tools -> System Restore.
- When the utility opens, select "Create a new restore point" and click Next
- Name the restore point - something like "After infection cleaned" or "After cleaning"
- Click Create.

• Delete the old Restore Points:
- Go to Start -> All Programs -> Accessories -> System Tools -> Disk Cleanup. Click Ok.
- Click the "More Options" tab.
- Where it states "System Restore" - click Clean up.
- All of the old Restore Points will be deleted EXCEPT for the one you just created.

Reboot your computer.

• To keep this clean in the future, I would suggest the following things:

• Install Spywareblaster. SpywareBlaster doesn't scan and clean for so-called spyware but prevents it from being installed in the first place. It blocks the popular spyware ActiveX controls and also prevents the installation of any of them via a webpage. Update it periodically.

• Download ATF Cleaner by Atribune and save to your desktop.
This program is for XP and Windows 2000 only
This is a good program for periodically cleaning your system. Instructions are here

* Avoid illegal sites because that's where most malware is present.
* Don't click on links inside pop-ups.
* Don't click on links in spam messages claiming to offer anti-spyware software because most of these so-called removers ARE spyware.
* Download free software only from sites you know and trust because a lot of free software can bundle other software, including spyware.

• Let your anti-spyware scanner(s) scan frequently and don't forget to update before scanning.

• I suggest you perform an online virus-scan once in a while (Housecall and/or Bitdefender) because what one virus-scanner can't find, another one maybe can.
Also, make sure that your virus-scanner, the one that is already installed on your system, is always up to date!

• Make sure your Windows has the latest updates by going here.

• Consider switching to Mozilla Firefox.
This browser is considered to be far more secure than Internet Explorer and offers improved pop-up blocking. If you do decide to install Firefox, please read Switching from IE to Firefox.

I followed all of your instructions and followed the links you were kind to send me. I ended up installing the Sygate firewall, which the Windows Firewall recognized.

I still don't know why Firewall wouldn't work, but what are ya gonna do about Microsoft, right? Thanks again!
