Run
type in msconfig
Enter
Click on Startup tab

Is there a folder listed in there? (eg C:\ )
If yes, remove the checkmark and OK out of msconfig.
Next boot, you will be prompted for selective startup...checkmark the box and x-out of the prompt.

If no folder showing in startups..another Key to export is
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows

We'll find it sooner or later

I don't mean to doubt you, but are you positive that it is C:\ which is opening at boot?

You would be looking at these folders, plus possibly some others, in the C:\ window:
