Don't know why that is not behaving.
If you go to Control Panel, Security Center, what does it report for Antivirus, Firewall and Automatic Updates?

Well, now the antivirus says it's on! Hadn't checked it since Thurs or Fri. Same with Microsoft Security Essentials. All green buttons now. Poor crazy, old computer.Hmmmm.

Now, for iTunes can I just go to add/remove programs? Or do I need to load the music a different way?

OK on the Antivirus now.
You can get itunes, for PC or phone, here: http://www.apple.com/itunes/download/
Use Firefox, and figure out ahead of time where you want to save your tunes when you download.

(Add/Remove is for software programs on your machine, not downloaded tunes.)
