Computer won't allow me to open tabs, increase volume,etc..

Hello, I am having difficulty with my computer running very slow. The tabs at the bottom of screen will not expand. I am forced to reopen all documents and new browser if I want to view them again. The volume control keeps sliding down each time I adjust to 100 it just slides back down to 0%.
