Ctrl+A is a standard Windows shortcut used on all versions of Windows. It works on all Windows built-in programs.

If your Windows standard shortcuts don't work, it's because someone managed to change them, or because your System is corrupt.
To see whether other programs have been changed, Open Wordpad, type a few lines, and see whether Crtl+A selects all or not.
If it's only Notepad that is corrupt, I would suggest installing Notepad++ and using it instead of Notepad.

Wordpad has the same problem.
Someone managed to corrupt my OS.

I wouldn't give up yet.
You can look at your Control panel > Mouse settings and see if any can be used to change things.
You could also look at Updates to see if there is an optional update for the mouse driver.
There are often Hotkey settings indirectly available in the "Mouse" section, aspecially if it's a laptop..

Let's try this to see whether there happen to be any incorrect entries in the keyboard registry
