CAN'T RUN ANY EXE...

Hello, my sister owns a biz and her pc got infected with something. I can't identify it nor can I get anything to run like Malwarebytes, SuperAS, AdAware, Spybot or HJT. I always get Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to acess the item.
She has a custom built machine that runs XP Home SP3, AMD Athlon 1.9g DUAL core and 1g RAM (only accessable in SafeMode). In regular mode I can't tell ya what SP cuz I can't even get into that by right clicking on my computer. I get "Error loading C:\Windows\System32\Shell32.dll"

The scans we run often reveal information that most businesses would not want exposed in an open forum, and there are other legal constraints and ramifications involved with business machines that we are not equipped or trained to deal with.
