Multiple Popups

I tried cleaning up my laptop. It had popups of x-rated sites and other ads. Someone used the laptop to go to those sites and it resulted in a very infected system.

So I installed a bunch of programs on my own:
CCleaner
SpywareBlaster
Avira Antivir
Spyware Terminator
CWShredder
Iobit Security 360 Pro
Spybot Search and Destroy
HJT
Malwarebytes AntiMalware

The above programs did a lot of cleaning. Over 400 or so pests found and deleted or quarantined. I still cannot remove the Ask Toolbar and the DesktopSmiley Toolbar. Any ideas?

I also would like to seek recommendation as to what steps I can do to prevent my brother from looking into these xrated sites. Are there effective software that can block him from looking at these sites?
