Multiple IE/installer/tool-taskbar troubles

My husband's computer; he talked to Dell for 90 minutes, no joy. Can't access Documents, download from IE, right-click on IE, no tool(task?) bar on IE, no Menu on IE, Windows Installer keeps flickering, can't change task/toolbar on desktop. Download and Run RSIT

• Please download Random's System Information Tool by random/random from here and save it to your desktop.
• Double click on RSIT.exe to run RSIT.
• Click Continue at the disclaimer screen.
• Once it has finished, two logs will open:
  
  • log.txt will be opened maximized.
  • info.txt will be opened minimized.
• Please post the contents of both log.txt and info.txt.

It apparently has a virus which affects the "restore" feature-I've asked my husband to find out exactly what the problem was, so I can post it here.
