Is this easily "do-able" that when a can or fix in a library has changed, that a mass notification (pm) be sent?

the best idea for this - is that the bump post be deleted and replaced by a new bump post.

That will create a 'new post' for you to read.

Also if you have set notifications to the topic, you would get that email.

This only works if the bump post is replaced.

So those doing such updates need to make sure they do so.
