Did anyone really believe that the Internet is invulnerable to an "attack" from a Government ? If so then they were incredibly naive.

In a Western democracy, where business is now inextricably linked and dependant on the Internet it might be a problem, but to an authoritarian dictatorship that does not care for the financial consequences, it's only ever going to be a matter of shutting off the infrastructure that supports the Internet in their country.
