Is there a certain length of time it takes for the moderators to review an application to the Malware Removal University? Do they send you a rejection notification if your application was declined? I'm asking as I applied about a week ago and haven't heard a thing back.

It does take quite some time to fully process an application. All applicants receive a notification in the event of either a decline or an acceptance of their application. As you've heard nothing yet, that would indicate the process has not yet been completed.
