When I first went to that site in Chrome, I also could not see anything other than:
Live stream (white letters on a read background)
Loading the player ...
in the middle of the screen.
So, up at the top left of the address bar I clicked the "i" in a circle just to the left of the "https://www..." and clicked "site settings",
changed the "Ask (default" to the right of "Flash" to "Allow" and closed that "Settings" tab,
clicked the blue "Reload" button now visible at the top of the original page.
Bingo! Where the "Loading Player ..." was before is now a little video player window.
Clicked the right-pointing arrow and I now see a pigeon(?) sitting on a rock nest at the top of a building(?) ... and it's apparently live. I see some traffic down on the street below, a breeze moving the pigeon's feathers on her back a bit and she moves her head once in a while. Like she's sleeping maybe?
Anyway ... that's what worked for me. Running Windows 7 Ultimate 64-bit with all updates and the latest version of Chrome.
