I am getting a tab popping up to webhp. That is the only pop up I can get to happen now after finding this forum. The other pop up looked like a news site that would pop up in a new tab. It new my location as it appeared to be local news.

Make sure Every other window except HJT is closed (No other tabs showing in the bottom tray), and Click Fix Checked

From Start, Settings, Control Panel or Start, Control Panel, click Add/Remove Programs.
Highlight each Entry, as follows, one by one, if it exists, and choose Remove :

Spybot - Search & Destroy

Take extra care in answering questions posed by any Uninstaller.
If the Spybot Uninstaller asks whether you want to remove all files and settings, answer YES. If it reports that it cannot remove all files, that's OK.

It is only letting me run a browser in safe mode. I get a application error. I completed the steps above, and here is the result of the diagnostic tool:

garn12,
I was apprehensive about something like that.

You are going to need to re-install Windows on this machine.
It is clear that the system is corrupted, and after years of no protection there are too many files that don't work together.
You will need to use the system CD that came with the machine, or you may have an option at bootup allowing you to restore the machine to its "as purchased" state.
From there you can install an antivirus and turn on automatic updates.
