My verizon Fios is delivering the correct speed, and I've reduced all but essential processes, and startup items. I've eliminated all known spyware, adware, temp files, etc. The firewall is off and there's no viruses in the system accorting an AVG scan. I've optimized the connection with SG TCP optimizer and even cleaned up a conflict with a line of jscript code that was generating an error when a popup video would appear.
Here's what I'm running....

It feels as if something is choking off the stream or downloads shortly affter it gets to my computer. Any a idea what this could be?
